Recently Ministry of Environment Forest and Climate Change has notified the Guidelines on Extended Producers Responsibility (EPR) on plastic packaging under Plastic Waste Management Rules 2016. As per the new notification the Government has announced setting up of a committee which shall be constituted by the Central Pollution Control Board (CPCB) under chairpersonship of CPCB chairman to recommend measures to the Environment ministry for effective implementation of EPR including amendments to EPR guidelines. o It will strengthen circular economy of plastic packaging waste promote development of new alternatives to plastics and provide steps for moving towards sustainable plastic packaging by businesses. What is EPR? Extended producer responsibility (EPR) is a critical policy mechanism that helps advance the circular economy decreases the environmental impact from a product and its packaging and promotes the principle of “polluter pays” by holding the producer accountable for the entire lifecycle of the product. o EPR programs ensure that the producers manufacturers brand owners and first importers of products and packaging are given the legal responsibility for collection recycling and endoflife management of materials. EPR policies and programs are well established in Europe Canada Japan and South Korea for a wide range of products. The Plastic Waste Management Rules 2016 introduced the concept of EPR to manage plastics in India. o The Plastic Waste Management Rules 2016 mandate the generators of plastic waste to take steps to minimize generation of plastic waste not to litter the plastic waste ensure segregated storage of waste at source and hand over segregated waste in accordance with rules.
